What is the significance of Digital Signature Certificate?

Digital Signature Certificate helps in authentication and non-repudiation of the person sending any document on internet. Only a digitally signed document sent on Internet will be considered as valid signed document on Internet under law (I.T. Act 2001) and can be verified by the receiver to verify identity of the sender which is attached with that document. After a vendor obtains a digital signature certificate issued by C. A. in the name of authorized person, who is authorized for submitting on-line offers, the vendor can participate in E-tenders on IREPS application.

How to obtain Digital Signature Certificate from Certifying Authority (CA)?

Vendors need to have valid Class III Digital Signature Certificate issued by licensed CA with Company Name for participation in E- tenders. There is a hyperlink on IREPS home page clicking on which opens the Controller of Certifying Authority (CCA) website and from there one can access Certifying Authority sites using links provided.

IREPS e-Tender: What are the prerequisites for registering with IREPS application?

Vendors need to have valid Class III Digital Signature Certificate with company name issued by licensed Certifying Agencies details of which are available on the website www.cca.gov.in under link Licensed CAs. Digital Signature Certificates are normally issued with a validity of one/two years. One Digital Signature Certificate is valid for a specified period and can be used for signing any number of tenders issued by Railways during its validity period.

After obtaining Digital Signature Certificate, vendors have to register with the IREPS application. Without User ID/Password and valid Digital Signature Certificate, the vendor cannot participate in E-tenders.

  • What is required for participating in e-tenders on IREPS website?
           Following are the requirements to participate in e-tendering on www.ireps.gov.in:  
    • A computer (desktop / laptop) with OS windows XP service pack 3, Windows Vista service pack 2, Windows 7 or Windows 8 and Internet Explorer 8 or above.
    • Internet connection with adequate speed.
    • JRE 1.6 or latest for running Java applets. 
    • Class 3 Digital Signature Certificate (DSC) with organization name issued by any Certifying Authority (CA) licensed by Controller of Certifying Authorities, India (CCA India)
    • System setting as detailed on System Settings page (link available on the IREPS Home page) 
    • It is also advisable to go through FAQ and Learning Center available on ww.ireps.gov.in
  • How to get Digital Signature Certificates?
Digital Signature Certificates issued by CAs licensed by CCA India only are acceptable. For latest updates, please visit the website of CCA India www.cca.gov.in .
