What are Miscellaneous Bids in Financial Tabulation for M&P Tenders?

Financial bids submitted by vendors appears in Miscellaneous Bids section of the Financial Tabulation in following cases:
  • In case of Machine Wise/ Consignee Wise evaluation criteria for M&P tenders, if you have not submitted the complete offers for any consignee of any machine or quoted quantity is less than the tenders quantity for Basic Machine or any Concomitant Accessories/Essential Spares/Essential Services/AMC then your offer for that consignee will not be considered for ranking and appear in Miscellaneous Bids section of Financial Tabulation.
  • In case of Machine Wise evaluation criteria for M&P tenders, If you have not submitted the complete offers for all consignees of that particular machine or quoted quantity is less than the tenders quantity for Basic Machine or any Concomitant Accessories/Essential Spares/Essential Services/AMC then your offer for this machine will not be considered for ranking and appear in Miscellaneous Bids section of Financial Tabulation.
  • In case of Total Value Wise evaluation criteria for M&P tenders, If you have not submitted the complete offers for all machine and consignee or quoted quantity is less than the tenders quantity for any Basic Machine or Concomitant Accessories/Essential Spares/Essential Services/AMC then your entire offer will not be considered for ranking and appear in Miscellaneous Bids section of Financial Tabulation.

What are Miscellaneous Bids in Financial Tabulation for Supply Tenders?

Financial bids submitted by vendors appears in Miscellaneous Bids section of the Financial Tabulation in following cases:
  • In case of Item Wise/ Consignee Wise evaluation criteria, if vendor quotes zero quantity for a consignee then his offer for that consignee will not be considered in ranking but appear in Miscellaneous Bids section of the Financial Tabulation.
  • In case of Item Wise evaluation criteria, if vendor quotes quantity less than the tendered quantity for one or more consignees or does not quote any quantity for one or more consignees then his offer for that item will not be considered in ranking but appear in Miscellaneous Bids section of the Financial Tabulation.

What are the different type of Evaluation Criteria for Supply Tenders?

The ranking process of a tender depends on the Evaluation Criteria of the tender. Only complete offers with valid bids will be considered for ranking process at the time of tender box opening. Your offer is complete or incomplete it depends on the Evaluation Criteria of the tender. In case of Supply Tenders there are four type of Evaluation Criteria:
  • Item Wise/ Consignee Wise: The ranking will be based on the each consignee of each item. 
  • Item Wise: The ranking will be based on all the consignees for a particular item. Vendors have to submit their rates for all the consignees for full quantity of particular item. In case, the vendor quotes quantity less than the tendered quantity for one or more consignees or does not quote any quantity for one or more consignees then his offer for that item will not be considered in ranking but appear in Miscellaneous Bids section of the Financial Tabulation.

What are Superceded Bids in Financial Tabulation?

Superceded Bids section of the Financial Tabulation shows all those financial bids which had been revised by the vendors at the time of financial bid submission.

For example, if you have submitted a original financial bid for an item (ITEM1) and got the Bid Id: XXXX and after that submitted the revised financial bid for the same item (ITEM1) and got the Bid ID: YYYY then your revised bid (Bid Id: XXXX) will be considered for ranking and original bid (Bid ID: YYYY) will appear in Superceded Bids section of the Financial Tabulation.

You can submit multiple revised bids for an item, your last submitted revised bid will be considered for ranking and all others submitted bids for that item will appear in Superceded Bids section of the Financial Tabulation.

How to register Manually with IREPS application as a new Bidder?

Bidders need to be registered with IREPS application to participate in e-auctions conducting by different depots of Indian Railways. There is two type of registration Online and Manual which you can choose at the time of registration. 

In the case of Online Registration, you need to pay the one-time registration fee of Rs. 10,000/- through online payment and in the case of Manual registration you need to pay the one-time registration fee of Rs. 10,000/- by depositing at Depot.


Manual Registration process for New Bidders with IREPS application:
  • Click on the button Click here to select your Digital Signature Certificate to select your  Class III Digital Signature Certificate (DSC).
    Select your DSC
     
  • Select your Digital Signature Certificate and click on the Select button.
    Select DSC to Submit
  • Fill the Registration Form, fields with * are mandatory to fill. Select the type of registration Online or Manual. Select Manual for the type of registration and click on the Sign& Submit button.

  • Click on the OK button to proceed further.
    Confirmation for Final form submission
  • Select the Digital Signature Certificate to sign and click on the Select button.
    Select DSC to Submit
     
  • After successful submission of registration form, you will get a Registration Request ID, keep this request id for future references.

Approval of Manual Registration Requests:


Approach to the nearest Depot with Registration Request ID, Original Affidavit and Scanned Copy of Affidavit in PDF format. Deposit the one-time registration fee of Rs. 10,000/- and get the receipt. Authorized depot user will check your registration form after logging into IREPS application and if found OK then he will upload the affidavit, and fee details and approve your registration request. After approval, Bidder will receive an email containing Login Password to log into IREPS application and the Bidding Password for participating and bidding in auctions.

  • You will be redirected to SBI Net Banking for payment of registration fee. Enter your bank credentials and click on Submit button.
  • Click on the Confirm button to confirm the payment of one-time registration fee.
  • After successful payment of registration fee, you will be redirected to IREPS website and you  will get a Registration Request ID, keep this request id for future references.


Approval of Online Registration Requests: 


Approach to the nearest Depot with Registration Request ID, Original Affidavit and Scanned Copy of Affidavit in PDF format. Authorized depot user will check your registration form after logging into IREPS application and if found OK then he will upload the affidavit and approve your registration request.
